    On the other hand, the example of Mt Alexander Shire in Victoria who offered subsidised desexing managed to reduce the numbers of cats entering the RSPCA and thus the numbers they killed.

    This article explains their approach where they considered mandatory desexing and rejected it as a solution on practical and humanitarian grounds (acknowledging the level of distress caused to shelter staff by mass killing of kittens).

    Instead they offered very heavily subsidized desexing and reduced the numbers of kittens arriving in the council pound from 38 in March 2008 to 5 in March 2009.

    In one year the program made an 80% difference4 in the numbers of kittens arriving in the pound.
